The installable harness

The command below is byte-identical to the one the clean-machine end-to-end test executes. It exists in one file, and every place that shows it reads that file. If the two ever diverge, a check fails before a reader finds out.

What init does

One command runs preflight, scaffolds the project-local state (.nomark/, CHARTER.md, NOMARK.md, SOLUTION.md, progress.md), registers the bundled marketplace, and installs the plugin. Claude Code needs a restart afterwards for the plugin to load.

Nothing is duplicated out of another checkout. The skills, agents, hooks and commands come from the installed plugin, so there is no shared path to configure and no forgotten duplicate to drift. The bootstrapper refuses to overwrite an existing .claude/ or .nomark/ unless it is passed --force.

Certification

Certification is an audit of an installed harness and a signed attestation of what that audit found. Both are done by hand today.

A registry listing follows when the cert-registry service exists. That service is specified and not built, so a listing is not part of what certification covers now. The registry is described on its own page as the absence it is.
